PROGRAM OFFICER

CANADIAN PHYSICIANS FOR AID AND RELIEF (CPAR)

CPAR is a non-profit development organization working to address key determinants of health at the community level.  CPAR supports the initiatives of rural communities in Ethiopia, Malawi, Tanzania and Uganda to ensure access to clean and safe water, adequate and nutritious food, primary health care, secure livelihoods and a healthy environment.

CPAR is currently seeking an innovative and motivated individual to join its Programs Department as Program Officer. Working under the supervision of the Program Manager, the Program Officer is primarily responsible for fulfilling all reporting and administrative duties related to Canadian and internationally-funded grants, partnerships and collaborations.

Working closely with Country Office and Development Department staff, the Programs Department is responsible for maintaining a high level of quality, impact and integrity in all of CPAR’s areas of program activity.  The department plays a lead role in program development and identifying new funding opportunities, and is involved in the implementation of CPAR’s public engagement initiatives.

Main Responsibilities:

  • Ensure that all reporting requirements are met and that ongoing communication is maintained with donors including multilaterals, government agencies, and foundations.
 
  • Perform grant management/administration tasks in support of program implementation for all assigned files.
 
  • Assist in monitoring assigned programs in cooperation with field staff; build upon usage of best practices in program management, monitoring and evaluation; ensure that data capture supports the process of documenting/disseminating lessons learned and informs new program development.
 
  • Assist in program development and identifying new potential sources of funding.
 
  • Contribute towards the implementation of public engagement programming in coordination with the Development Department: including volunteer management, maintaining social media platforms, representing CPAR in public forums as required.
 
  • Interdepartmental liaison/collaboration to support the implementation of any CPAR objectives, as required.
 
Qualifications (Skills/Experience):
  • University degree or equivalent in International Development or a related discipline
  • Outstanding writing skills: reviewing, editing and synthesizing field reports, analyzing qualitative and quantitative data, articulating results and producing high quality donor reports
  • Professional experience working in a developing country (CPAR countries of focus an asset)
  • Experience in proposal development, report writing, managing budgets and grants, and researching
  • Computer literacy including Microsoft Office (Word, Excel, Outlook, PowerPoint) and Internet
  • Experience in Results-Based Management (RBM), project cycle management and synthesizing information through a gender analysis lens
  • Experience or knowledge of CIDA funding mechanisms, policies and procedures
  • Ability to communicate clearly and effectively with various audiences including CPAR-Toronto colleagues, field staff, donors, partners and the public
  • Task-focused and organized:  able to establish priorities in a time-sensitive environment, to meet deadlines with strong attention to detail
  • Strong interpersonal and cross-cultural effectiveness skills to work effectively in a collegial manner in collaborative contexts
  • Resourcefulness, flexibility, innovativeness and creativity are assets
Other Requirements:
  • Must be eligible to work in Canada
  • Ability to travel to developing countries for short periods of time
